You are referencing the slip lane - meant to keep right turning traffic moving while a few cars queue to continue straight or left. This type of road design is now known to cause safety issues for pedestrians for the various reasons you mentioned.
We no longer desire to move vehicles as fast as possible from point A to point B, rather ensure the safety of all road users, ensuring people can make it from point A to point B alive, regardless of the mode of transportation. Ideally this slip lane would be removed in the future for a 90-degree turn.

The right turn yield from dewberry onto center street encourages drivers to approach a crosswalk at high speeds while looking left at traffic on center street rather than watching for pedestrians who have right of way. This intersection could be a key as access to Illick's mill park but as it it sacrifices the safety of pedestrians and bikes for the convenience of cars
