The people who cause the emissions should bear the cost of solving them. We should NOT pay for this out of general fund revenues, including the local earned income tax. Any local taxation to pay for new road projects needs to be paid for either by a per-mile user fee on cars registered here, or on a local tax on gas sold here.

Taxation is theft, and in general, it's better to have the roads built by the groups that use them. When cities are assigned the duty to build the roads, they must tax for that purpose in the manner closest to the people who clog them with their vehicles.
