We are working on a South Bethlehem Greenway Activation Plan, and we have heard loud and clear we need to address the E-travel revolution. To your point, many are made illegal through modifications.
Alongside the BPD, we are working on what the guidance and signage needs to be along our trails to communicate what's allowed and enforce what isnt. More on this as the project evolves. Restrict ebikes/motos on trails

Motorized dirt bikes and heavy "e-motos" (electric motorcycles without functional pedals) are illegal on multi-use pathways, including the D&L Trail. However, Class 1 and Class 2 e-bikes are allowed provided they are pedaled, weigh under 100 lbs, and have motors of 750W or less.
Post signs that clarify laws on class 3 ebikes + emotos on trails. Then enforce those laws.
"bikes" exceeding the legal limitations are seen every day traveling safer than conditions warrant, not sharing the trail, and causing erosion.
