Planning
This Planning Phase of the 40-in-10 Plan is the most iterative and collaborative phase of this project, where the City of Bethlehem and Omnes facilitate creative discussions on how to see the park and recreation system through new “lenses.” In this community-driven planning process, Omnes will utilize public feedback to define a vision for a park system – linked together with connectivity, resiliency, and recreational amenities.

Omnes will develop recommendations that directly address feedback received from the community while elevating the experience of parks and recreation. Recommendations will outline actions & priorities for recreation and park facilities, recreational programs, and services to meet community needs. This phase will also include cost estimates for parks and associated recommendations.
What feedback has been received to date?
Since the project’s public kick-off in March, Bethlehem residents have been making their voices heard to shape the plan. Over the spring and summer, community members had the opportunity to meet with city planners and project consultants at 15 different pop-up engagement events at parks, festivals, and other community gathering spots across the city. Hundreds of residents took part, weighing in on what they want to see in individual parks and the overall network. The pop-ups were also a chance for residents to take the project’s first community survey, representing a diverse range of needs, priorities, and ideas for making public spaces more inviting, inclusive, and connected in Bethlehem. Public Meeting 2
The plan’s second virtual Public Meeting took place via Zoom on July 24, 2025 at 6:30pm, when Omnes presented initial planning strategies and ideas based on rich community feedback and extensive inventory and analysis. Watch the recording below and view a PDF of the presentation at this link.
What comes next?
A draft plan will be presented at the project’s third Virtual Public Meeting. Come help shape the future of Bethlehem’s parks for years to come!
